Six Victims In PA Reveal Five Decades Of Abuse By Delaware Man: Police

Six victims have come forward alleging five decades of sexual abuse by a Delaware man in Upper Chichester Township, Pennsylvania, police announced Thursday, Jan. 10.

Robert Norbel O’Boyle, 77, of Frankford, Delaware, was arrested at his home on Wednesday, Jan. 9, 2025, following a four-month investigation by the Upper Chichester Township Police Criminal Investigations Unit, with assistance from Delaware State Police.

O’Boyle is accused of indecent assault on a person under 13, unlawful contact with minors, endangering the welfare of children, corruption of minors, and indecent exposure.

The alleged abuse spanned five decades, police said, with six victims coming forward to report incidents that occurred in Upper Chichester Township while they were juveniles. While the statute of limitations had expired for four of the victims, charges were approved for two cases by a Delaware County Deputy District Attorney.

O’Boyle was arraigned in Delaware, where his bail was set at $50,000 cash. He is being held at Sussex Correctional Institution pending extradition to Pennsylvania to face the charges.
